Early Childhood Development Centers are now under the Department of Basic Education

Early Childhood Development Centers are coming into the spotlight with a rise in child abuse incidents, as are centers that operate without registration and do not properly screen staff.

JOHANNESBURG – Social Development Minister Lindiwe Zulu said a housing declaration that would transfer early childhood development centers to the Ministry of Basic Education had been approved.

Zulu provided an update on its division’s response to the modified Level 4 shutdown.

This will now allow the management, powers and functions of the ECD sector to be transferred to basic education.

Early Childhood Development Centers are coming into the spotlight with an increase in child abuse incidents, as well as centers that operate without registration and do not properly screen staff.

Zulu said delivery has begun but will be fully effective from April 1, 2022.

“I would like to inform the sector and members of the public that the Presidential Declaration on the Transfer of Early Childhood Development Functions from the Department of Social Development to Basic Education was published yesterday, July 1, 2021. Our joint teams are working hard to resolve all outstanding matters to ensure a smooth transition.”
